Residential Fencing ( Western Australia, Australia)

Bought a block of land to build our new house on. The package included boundary fencing. The side fences went in without any problems but when the back fence was to go in they advised us that we needed a retaining wall as the house behind was built up to high (it was only at slab at this stage) When we bought the block the area behind us was flat and level with our own) They advised us they would find out who needed to pay for the retaining wall and get back to us. Several days later we get a fax with a quote for $1400 for the retaining wall. I queried this and they advised me that we were responsible for the wall. I rang the developers Project Manager who said he would look into it. Abut a week later he told us that we needed to pay for the wall, I replied NO it was not us that built up the level. He went away and asked the back neighbours who also said no. He came back to us and asked us to pay some of the cost to which I advised him we would not as boundary fencing was part of the package. He advised residential fencing by fax to proceed with the job. 2 weeks later we still did not have a fence, I contact residential fencing who advised me that the decision had been reversed. I rang the PM who then rang RF back to advise them this was not the case. 30 minutes later RF called me back and advised me that the decision to install the retaining wall had been re-approved and that we could expect our fence the following Monday. Monday came and went with no fence, no phone call. I called the office and was told that no one was available to speak to me. I called Tuesday after being told someone would call me back and was advised that the contractor's excavator had broken down and they would be here on Thursday. I said that was fine but a phone call advising me of that would have been good. Wednesday morning I called to confirm eta of the fence. No one could answer my query and I was advised that someone would call me back. They didn't. I called and finally got someone to answer the phone at 0830 on Thursday. I was told that the fence would be installed on the following Monday. I asked to speak to the supervisor concerned and advised him that I was told 2 days prior that the fence would be in on Thursday. He denied this and said that the excavator was still broken. I told him that I didn't really care what excuses he could come up with and that I wanted my fence installed. If they needed to hire a machine then do it or dig it by hand but stop giving me excuses. I managed to convey my extreme displeasure and then asked to speak to or have the general anager call me back. When he did finally call me I conveyed to him the total lack of customer service that Residential Fencing had and that I would not be recommending them to anyone. Further more the request for gates to be installed by them was no longer valid as I would prefer to pay someone else than have them come back to the house. Their failure to deliver when promised has resulted in our retic having to be stopped half way through the job, which will cost extra because the retic guy has to come back, our shed which was going to built near the back fence can't (I took a week off work to get all these jobs done and couldn't)
